Ron Guth:

Judd 221 is the only Quarter Dollar pattern of 1858. The obverse is the Seated Liberty design as used on regular-issue Quarters of the year. The reverse is a new design by Anthony Paquet, minus the ribbon in the eagle's beak that appears on Paquet's Half Dollar patterns of this year (J-222 and J-223). At least five examples, and possibly more, are known.
