Ron Guth:

Judd-229a is an unusual occurrence of a muling of two obverse dies. Such a combination is extremely rare because of the way dies are set in a coining press. The different shape of the obverse and reverse dies prevents a mixup such as this, but because of a change made in 1859, a short window of time allowed the pairing of these two obverse dies. This piece was first discovered in 2000 and remains unique today.
