Ron Guth:

Judd-428a is known by only a single example. Like Judd-407 (Two Cents pattern), this was designed as a bimetallic piece: obverse of copper against a reverse of silver. On this piece, the reverse presents 75% silver, with an area of copper showing at upper right.

According to cataloger of the Lemus coin: "From the regular dies for business strike 1865 Seated Liberty quarters, Briggs 1-A. The obverse has a Large 1 punched over a Small 1, and the reverse has a crack through the tops of TATE."
